Elly Twineyo-Kamugisha is a well-known analyst in the development economic field. He studies in Uganda, the UK and Canada and currently heads up a think tank in Kampala, which advises the Ugandan president on economic matters.

He has published many academic articles and has ties with various nongovernmental organisations including the UN.
